A  17:30-17:45 - REVIEW H2020 RULES OF CONTEST [ROC] 1-4

1 	THEME: 'BLOCKCHAINS FOR SOCIAL GOOD

Attendees agreed "leveraging Distributed Ledger Technology [DLT]" was a suitable
description for the projects that would be evaluated for submission over the following 
7 categories

a) 	demonstrating the origin of raw materials or products and supporting fair trade 
	and the fair monetization of labour;

b) 	allowing for a greater visibility of public spending and a greater transparency 
	of administrative and production processes;

c) 	participation in democratic decision-making by enabling accountability, 
	rewarding of participation and/or anonymity;
d) 	enabling the development of decentralized social networks or clouds, or of 
	decentralized platforms for the collaborative economy;

e) 	managing property, land registry or other public records;
	
f)	 contributing to financial inclusion;

g) 	any other area not listed above.

2	PRIZE AMOUNTS

	€5 million (Euro), to be allocated in five awards of €1 million (Euro) each.

The meeting agreed that the Prize Amounts were substantial 

CJD asked if there were any grants or funding available to develop prototype projects

3	DEADLINES & ADMISSIBILITY

	1	16 May 2018 - contest opens
	2	02 Apr 2019 - deadline for registration of interest
	3 	03 Sep 2019 - deadline to submit applications

The meeting agreed that more time was required to evaluate some of the terms and

conditions for submission eg

5	AWARD CRITERIA

The meeting agreed that more time was required to evaluate some of the terms and
conditions for submission eg

1	General Annex G to Horizon 2020 Work programme

6	DOCUMENTS

The meeting agreed that more time was required to evaluate the documents which 
were the application form.

7	PROCEDURE

The meeting agreed that more time was required to understand the Procedure which 
was listed as

"The pre-selection panel/jury will evaluate each application against the 5 award 
criteria and score them as follows (half marks are possible, decimals are not):

PMA said 8.12 Cancellation of the Contest states:

		8.12	Cancellation of the Contest

The Commission may cancel the contest or decide not to award the 
prize(s) - without any obligation to compensate participants -, if:

	(a) no applications are received

	(b) the jury does not find any winners

	(c) the winners are not eligible or must be excluded
	or
	(d) the objective of the contest has already been achieved.

PMA emphasised that it important for participants to understand that if the contest 
can be cancelled at any time we record all the stages of any project to protect 
Intellectual Property Rights as any Complaints have to be lodged before the 
European General Court

Hence it is important to see if we can obtain Sponsorship for any proposed projects 
either through the European Commission or locally through Australian businesses or 
investment organisations

1	It was agreed that Stephen GOULD should be nominated to replace Joost 
	SMITS as the owner of the "halisa-eu.net" web site with Justhost
