BACKGROUND TO UN INTEREST IN RUBAC ESTANDARD SINCE 1988
I appreciate your feedback and concerns about the UNDP offer for a proposed project
so it may be helpful to provide some background on the interest in the RUBAC
methodology by the United Nations since 1988
In Feb 1988 I met with many of the early proponents of Electronic Data Interchange
at Compat'88 in the Hague Holland
These meetings about the RUBAC Electronic Information Methodology led to over
15 letters of support about the RUBAC electronic coding methodology
One of the driving forces for the advancement of the UN Standard EDIFACT
[Electronic Data Interchange for Administration, Commerce and Trade]
{subsequently known as ISO 9735} was Alain BELLEGO the UN/ECE Chief of
Trade Facilitation and Standardization Section Unit
In his letter dated 17 May 1988 Mr BELLEGO drew our attention to understanding
the significance of UN Standards as signified in his letter {Att A}
Since that letter, members of the Halisa International Network [HIN] have been
involved with understanding the CIT Standards issues
In Jul 1988 I met with Alan BELLEGO at the United Nations Headquarters in Geneva
and we discussed the political issues involved with promoting Communications and
Information Technology [CIT] Standards
In Jun 1989 I was invited to attend a 1-week conference called TEDIS'89 in Brussels
Belgium to explain the UN/EDIFACT standard for Electronic Data Interchange [EDI] -
here is a link to the TEDIS Legal Workshop which discussed the importance
of an Electronic Notary for EDI applications
The led to HIN members involvement with Standards Australia IS/11 Standards
Committee 1988-89, ebXML Australia 2000-2002 and the Australian Health Reform
Program 2011-2015
In 2004 Duane NICKULL as the Vice chair of the UN/CEFACT Bureau Plenary
developed the UN eBusiness Strategy for the Asia-Pacific Region
In Sep 2004 Duane invited me to review and comment on his draft strategy
In 2006 it was discovered that both the Australian eName & Address Standard
AS4590 and the UN Standard EDIFACT [ISO 9375] both has a simple and complex
address format in the same standardIn 2017 Standards Australia confirmed that AS4590 the Standard electronic
Name and Address format would be used only the Complex Address format of
the 2006 AS4590 which had both a simplex and complex address format in the
same standard
In addition all the applications developed for the OIC and EHTSC use the United
Nations ISO 8601 Time and Date format [YYYY/MM/DD] so information can be
sorted on a standard Date and Time format
As I have said a number of times your experience in Africa, Management expertise
and perception on logistics management and political issues is much appreciated
Hence this issue of the RUBAC Cryptocurrency eCredits systems for Volunteers is of
great interest to UNDP world-wide not only Zambia - hence they are bcc on this email
The UN may be prepared to support our initiative provided we can demonstrate that
the services we are proposing have the right processes and management in place to
complete the project that they require
