EXECUTIVE SUMMARY
Dr Vladas Leonas has an outstanding academic and professional background in computer science and has been recognised
throughout the world in this field. He has managed Projects, R&D and Strategy Development and implementation in the IT&T,
communications, public service, government business enterprises, financial services and gaming industries which have been
successfully delivered on time and within budget.
Vladas has accepted major challenges and led groups of people through significant projects in leading edge technology and
change. He has been a member of an executive team working in a dynamic environment and contributed to sourcing, tendering,
negotiating and implementation of major international contracts.
He has participated in international forums and delivered speeches at international conferences on behalf of various
employers and has actively participated on several boards of international associations.
Vladas's ability to manage cost effective systems development and service delivery, as well as to plan for change
and strategic management of new technologies and organisational development skills reflect his knowledge,

Communications (ac3), reporting to CEO. ac3 is a private company owned by the NSW Government (57%)
and eight NSW Universities (43%). Lines of business include scientific and commercial use of
supercomputers (there are three of them at ac3: NEC SX5, SGI and IBM SP; commercial use focuses on
Financial Services and Mining/Exploration), premium data centre, managed services, hosting, co-location,
systems and network integration, security, systems planning and design.

EARLY EXPERIENCE
1990 - 1991 R&D Director, Hantarex S.U., joint Soviet-Italian systems-integration venture.
Promoted to R&D Director, reporting to General Director as part of the Senior Management team in this
business enterprise. Staff: 21 (direct - 5, indirect - 16). Joined the company to create and lead R&D
function, including on-going evaluation of new technologies, development of solutions for clients,
integration of various technological components and to maintain close working relationship both with
Manufacturing and Service departments. One of the major requirements was to create a flexible team:
small permanent team with core competence and skills and a large group of external contractors attracted
on a project basis as required. Lecturing at the company's training centre - part time.
1988 - 1990 Scientific Research Director, Interquadro (the very first technological Soviet French-Italian joint
venture in the USSR, Moscow-Paris. Staff: 127 (direct - 8, indirect - 119). I was one of the first 8
employees in a company that grew to more than 650 staff (nationally) in less than 2 years. Initial brief
was to build a geographically-distributed (between Moscow and Paris) international group of world-class
software developers and implement appropriate processes and procedures. Later the task changed to
coordination of all R&D activities (5 development groups) of the company. Lecturing at the company's
training centre - part time.
1988 - 1988 Chief Research Fellow, Personal Computer Laboratory of the Academy of Science of the USSR. Personal
Computer Laboratory was designed as a Centre for Excellence in the area of office automation. Invited by
Director of the organisation to bring systems development methodology and UNIX culture in the role of a
Chief Research Fellow reporting to Director. Lecturing at the Moscow Aviation Institute - part-time.
1984 - 1988 Head of the Portable Operating Systems R&D Laboratory, Program Systems Institute of the Academy of Science
of the USSR, Pereslavl-Zalessky, Russia. The Institute has been created to boost systems software
development for the country. Joined newly created research facility located 135 km from Moscow. Was the
5th employee of the Institute. Participated in building of the organisation, creation of its computing
centre and took a lead role in R&D in the area of operating systems as a Head of the Portable Operating
Systems R&D Laboratory. Reporting to Institute's Director. Staff: 46 (direct - 12, indirect - 34).
Lecturing at the Moscow Aviation Institute - part-time.
1983 - 1984 Senior Research Fellow at the All-Union Scientific and Technical Information Centre, Moscow, Russia:
participated in R&D in the area of operating systems and lead a small team of junior researchers and
software engineers. Staff: 6 (direct - 5, indirect - 1).
1980 - 1983 Whilst a postgraduate student undertaking a Ph.D. Thesis worked as a Junior Research Fellow at the Space
Research Institute of the Academy of Sciences of the USSR, Moscow, USSR.
1977 - 1980 Whilst a graduate student undertaking an M.Sc. Thesis worked as a Software Engineer at the Institute of
Oceanology of the Academy of Sciences of the USSR, Moscow, USSR.
1974 - 1976 Whilst an undergraduate student worked as a night-shift operator on IBM mainframe computer at the Moscow
Aviation Institute.
