  1. COMMUNICATION WITH THE DEPARTMENT
    1. All contact with the department, including requests for further information or clarification on any issues in relation to this Invitation to Offer (ITO), must be to the person named on the cover sheet of this ITO and only during normal office hours.
    2. Contact must be in writing, either by letter, email of fax, and the reply will be returned in the same manner. All correspondence regarding this ITO should be labelled ‘confidential’ and marked with the ITO number.

  2. TERM OF THE ARRANGEMENT
    1. The term of the arrangement will be from the date the agreement is signed until the end of Term 4 2004, ie 10 December 2004.

  3. INSURANCE
    1. The contractor will be required to have and maintain for the duration of the agreement the following insurance policies:
      1. worker's compensation insurance; and
      2. public liability insurance to the minimum value of $10 million; and

    2. Where the policies referred to in condition 21 of Conditions of Supply are required, copies of the policies must be provided to the department by the successful offeror within seven (7) days of receipt of the letter from the department accepting the offer and prior to commencement of any work.
    3. Worker’s compensation insurance and public liability insurance coverage must be in effect from the commencement of the agreement and be maintained until the end of the agreement.

  4. FEEDBACK
    1. Both successful and unsuccessful offerors will be advised in writing of the outcome of the offer process. Unsuccessful offerors may seek feedback from the chair of the evaluation panel.

  5. EVALUATION CRITERIA
    1. Education Queensland will select the offeror/s that is assessed as providing the best value for money. When assessing value for money, the following criteria will be used:
      1. Demonstrated organisational and nominated key personnel qualifications and experience in the development of adult training in general, and spreadsheet training in particular as it relates to the needs of teachers of middle school mathematics
      2. Demonstrated organisational and nominated key personnel ability to meet the outcomes and deliverables outlined in the Specification, and ability and capacity to communicate with the department, commence the services and provide deliverables according to the stated timeframes. The proposed methodology should be pedagogically compatible with Education Queensland’s systemic initiatives, ICTs for Learning strategy and mathematics syllabus.

Comparative costs of development of training package, costs of delivery of face-to-face training, production and delivery of self-paced CD Rom, and supporting printed literature.
