OIC Membership OptionsMANAGEMENT SUMMARY a This is a submission by six members of the Open Interchange Consortium [OIC] who have been involved with the OIC XML & E-commerce Special Interest Group [XZIG] for the last 3 years. b A number of these members have also participated in related Work Groups including: 1 EDIFACT Review Work Group 2 XML Documentation indexing Work Group 3 E-mail Attachments Work Group c Communications between members of these work groups have enable experimentation and refinement for an electronic infrastructure with Governance and Protocol rules that are well suited for keeping Government stakeholders regularly informed of progress with this project d OIC members interested in this project have formed the XML Schema Clearinghouse Project team to respond to this tender. Those members are: MEMBER REPRESENTATIVE FUNCTION 1 OTMG Ken BROMFIELD Quality Assurance 2 HIN Stephen GOULD Project Manager 3 GBA Guy BLOMBERG Database Consultant 4 LSA Lars SORHUS Web Master 5 Activecom Martin O'DEA Business Consultant 6 Wilson Data Services Larry WILSON E-Security Consultant e These members have been involved in a number of XML projects both with Government and Internal projects since 1997. The projects include: 1 prototype Electronic Association Information Management [EAIM] as an Electronic Registry and Electronic Notary service 2 OIC Y2K Resource Asset Management Process [OICY2KRAMP] as a Y2K Due Diligence Remediation process. This was an e-Commerce project that billed user electronically and provided monthly reports on Y2K Remediation progress. It also provided an automated back-up process for SMEs 3 Tender Information Management Service [TIMS] - this is an XML electronic tender service that has been in operation since July 2000 4 Active Server Page [ASP] surveys into understanding of XML with Local Government Agencies for the Department of Employment Workplace Relations & Small Business [DEWRSB] 5 Develop program of E-bizness benefits seminars in 2002 for Small & Medium size Enterprises f In summary the members of the project team provide a wealth of experience about EDI and practical knowledge about XML and its implementation for a practical applications. g The project team are submitting 3 costs options (inclusive GST) for consideration: 1 OIC members retain full Intellectual Property rights $ 23,100 2 Co-ownership Intellectual Property $ 49,500 3 Commercial Business Contract $ 115,500 h OIC project team have developed the Co-ownership Intellectual Property option because e-Business is an on-going development process. As end-user become more familiar with the changing business processes there is continual refinement and revision of processes. i The idea is that the on-going royalty payments provide the funding to support the refinements required j In addition a key issue for e-business is promoting the value and benefits to trading partners. This again is an on-going process. OIC members are prepared to contribute to the awareness and promotion that is required on the understanding there are going to be long term Intellectual Property Royalties [IPRs] for project participants k The OIC XML & E-commerce Special Interest Group [XZIG] members keep up-to-date with progress with XML developments by: 1 Participating in ebXML Australia meetings 2 Participating in XML Developer e-mail lists 3 Providing a newsletter on XML Developments l In summary there are few if any other organisations in Australia with the knowledge and practical experience to meet: 1 the requirements of this XML Schema Clearinghouse tender 2 promote it to other Government Agencies 3 train and implement the Schemas in those Agencies
