Given the importance of the Dangerous Cargo issue, the submission will be reviewed at the
next OIC Seminar on 28 Oct 2004

A number of our consultants are extremely concerned that Australia could be held to ransom
by a terrorist group using a ship possibly with a Nuclear bomb.
Nuclear security in Russia is so slack at the moment it is feasible that a bomb could be
purchased there.
Every Australian City apart from Canberra is a Port hence the importance to get EDCM operational
very quickly

C STATUS LETTERS FROM DOTARS & ALCSSG
Around 10:00 Mon 11 Oct 2004 I received a telephone call from Winton BROCKLEBANK to say:
1 Was the consortium seeking to licence EDCM to other countries - I replied Yes
2 Andrew TONGUE Assistant Secretary DOTARS had arrived back from holiday and would
review the invitation to join the consortium
3 There was a meeting of ALCSSG at 14:00 Tue 12 Oct - would I be attending ?
I replied that given the very late notice of the ITOL funding application, the Agenda was
very full and David WILLIAMS Chair ALCSSG had not had time to discuss the issue with other
members of ALCSSG
We recently discover that the US Department of Transportation [DoT] is seeking a new eCommerce Architecture
for a proposed Universal Electronic Freight Manifest [UEFM]
DOTARS and ALCSSG may be meeting to discuss whether to extend the Business Rules develop for EDCM for a
Universal Dangerous Cargo Manifest

Hi Lilian - further to your e-mails please find attached the zip file
for the application for ITOL funding for $ 65,000 from the OIC
XML & E-commerce Special Interest Group.
The application is for Electronic Dangerous Cargo Management
[EDCM] using XML protocols.
There are 5 members of the project team:
1 OTMG Pty Ltd Confirmed
2 GMB & Associates Confirmed
3 OIC Confirmed
4 ALGSSC Only notified today - see below
5 Ben ANSON waiting for OTS response - see below
As you are aware when I spoke with Peter TAPSALL on Tue 05
I was concerned that all the Intellectual Property issues had not
been resolved.
The original application was put together over the week-end 02 Oct 2004.
A number of organisations were invited to participate. However it
is only today that we have received response from 2 to say they are
not able to join the consortium
We have not had time to to change all of the submission
NEXT STEPS
I will forward the revised submission when we have received the
other support document
