6.2 Tenderers are to provide in an attachment to the tender concise resumés of all staff proposed. These are expected to be no more than 1 page in length for each nominated person.

7. INSURANCES

7.1 Tenderers shall provide as an attachment to this section documentary evidence of their current workers’ compensation, professional indemnity and public liability insurances, including sum insured where applicable.

7.2 The value of Professional Indemnity and Public Liability insurance must be no less than $10,000,000. Details of the policy (name of insurer, insurer’s contact details, policy number, policy expiry date, and nature and amount of coverage) must be included in your Tender. You must also provide a copy of your insurance policy, if requested

12. TENDER VALIDITY PERIOD

12.1 Tendered prices remain valid for acceptance within 6 months from date of tender, in accordance with Clause 20, Section A.

N.B. A minimum validity period of six (6) months is required.

 

13. PRICE BASIS

13.1 The Tenderer shall indicate below the price basis of the tender (delete those inapplicable).

14 SELECTION CRITERIA

14.1 Tenderers are required to respond individually to each of the selection criteria outlined in the following pages. The information provided will be used in the evaluation of tenders. Responses are to focus on key elements of the tenderer’s proposal as it relates to each of the selection criteria (see Section B, Clause 9).

14.2 Where appropriate, tenderers are to submit a separate set of responses to the selection criteria for each item of the Category of Work Services offered. Tenderers should clearly indicate which item category the response relates to at the top of each page dealing with selection criteria. If the response is generic to a number of item categories, then each item category that it applies to is to be nominated.

14.3 Tenderers should also clearly nominate, at the top of the page, the specific services offered for each item category.

(d) SELECTION CRITERIA. Demonstrated experience in providing services of the category tendered for to the Public or Private Sectors. This will include proven experience in delivering similar Networking the Nation projects in other States and Approved Supplier status on Australian Government Panel Contracts. Tenderers will be required to comply with the Government Information Technology Conditions framework of contract terms and conditions.

It is one of the very few organsiations that has based its whole operation on developing XML applications for its own use.

Theis is the experince and expertise that will be shared with NSW Local Councils

The OIC like many other organisations involved with e-business eg Organsiation for the Advancement of Structured Information Standards [OASIS], ebXML Australia, is an unincorporated business association.

As many of these orgnaisation shave only recently been estrablished as the new way of doinf business electronically we suggest that an evalautiuon of the commercial and financial viability of the tendering organsaition is not an appropriate seclection criteria for this tender.

All companies have to appoint a project manager for this e-tenders.

It is the expertise and knwledge of the project manager that determines the success of the project.

If the project manager leaves the company half way through an e-business project to join another company it is unlikely that the original company will be able to replce the project manager. What usually happens is that a new contract is negotiated with the new company to retain the servicews of the original project manager.

15.10. TERMS OF ENGAGEMENT

 
   

15.10.1 The Contractor shall provide Lgov NSW with a fixed price for the engagement, time and materials rates, delivery times and details of the proposed staff to Lgov NSW for each nominated Category of Work.

15.11. STEPS IN PROVISION OF SERVICES

 
   

The steps undertaken in providing the requested services will include as a minimum:

 
   

15.11.1 Lgov NSW and the Contractor agree on the objectives, scope and duration of the work to be undertaken.

      1. The Contractor undertakes a preliminary analysis, and then provides a detailed Planning Report for approval by Lgov NSW prior to commencement. This will include an MS Project schedule that shows key milestones and agreed delivery dates. Measurable Performance objectives will be agreed at this time to assess progress by the Contractor in meeting the Category of Work objectives.

  • The Contractor undertakes the necessary design of the Category of Work by reviewing all available information and producing a Functional Specification Report (or equivalent) for approval by Lgov NSW before proceeding to the next stage.

    15.11.5 The Contractor undertakes the necessary testing of the Category of Work by conducting an extensive and exhaustive series of test plans that fully meet the design Functional Specifications. This will include trials of the solution for review by Lgov NSW representatives. These will be submitted to Lgov NSW management for approval before proceeding to the next stage. Following the satisfactory completion of these tests, Lgov NSW staff will conduct User Testing based on indicative Test Plans – this will be an integral part of the approval to proceed to the next stage.

    15.11.6 The Contractor prepares and issues an Implementation Report containing a formal project plan, a risk management assessment, training and cutover implications as well as specific recommendations for the implementation of the required Category of Work across all NSW Local Government councils. The recommendations are expected to be practical, cost effective and add value to the implementation.

    15.11.7 Following implementation, and no later than 3 months after cutover, the Contractor prepares a Post Implementation Review Report that documents the overall results of the implementation and project status, highlighting achievement of pre-agreed performance objectives and lessons learnt.     15.12. PLANNING THE WORK TO BE UNDERTAKEN

     
       

    The Contractor shall plan services so that they will be performed in an effective manner. Planning consists of developing a general strategy and detailed approach for the expected nature, timing and extent of the provided services. The contractor shall perform the services in an efficient and timely manner and shall:

    15.13.1 When work is delegated to the Contractor’s staff or to a sub- contractor, a manager shall be appointed who shall carefully direct, supervise and review the work delegated.

    15.14.2 The provision of each service requires that each matter being addressed is capable of evaluation against suitable criteria. Any and all such materials shall be kept in safe custody by the appointed Contractor.
