Introduction/background The OPEN INTERCHANGE CONSORTIUM (OIC) was formed by a group of small businesses involved in a range of Electronic Information Technology (EIT) disciplines including network management, telecommunications, electronic commerce, database management, the Internet and remote learning. The OIC was formed as a self-help association initially to raise awareness of the potential benefits of Electronic Information Technology in large, medium and small businesses. Awareness building was to in part consist of a series of quarterly lunch lectures and monthly education/awareness seminars. Membership of the OIC enables members to propose projects such as Y2K RAMP. In March 1997 more than a few members were concerned with the implications of the Year 2000 problem. These members start to gather information and attend seminars and meetings on the Y2K issue with particularly relevance to Electronic Commerce and Supply Chain Management. In January 1998 these members recognised that using the Internet and the contacts with other Associations as a way to raise awareness of the Y2K problem and develop ways to resolve the problem. The OIC identified 4 issues:
In February 1998 OIC members assist the AUSTRALIAN WATER & WASTEWATER ASSOCIATION (AWWA) to establish a Y2K Compliancy program and complete a Y2K Compliancy manual to show to AWWA members that due diligence had been completed on the Y2K issue. This formed the basis of the OICY2KRAMP project. In April 1998 OIC members participated in discussions with the Year 2K Steering Committee. However the OIC attendees felt that the Year 2K Steering Committee with its focus on raising awareness was not addressing the main problem of assisting Small and Medium size Enterprises (SMEs) to find, fix and confirm Y2K Compliancy. In June 1998 these OIC members specified a system that would enable SMEs to develop an Asset Register database that would enable SMEs to log equipment and software to validate Y2K Compliancy Y2K RAMP Objectives The objectives of the Y2KRAMP project include: 1 providing a Resource Asset Management Program for SMEs to monitor Y2K Compliancy 2 enabling upgrades and replacements to br ordered electronically via the Internet 3 automatically update the Resource Asset Management Program 4 distibute and support the system electronically via the Internet 5 utilise electronic commerce to receive and pay monthly license fees electronically Y2KRAMP Considerations There is not a simple solution to addressing the Y2K problem. It is with this in mind the OICY2KCC has identified the key aspects for confirming Y2K compliance as:

The OICY2KCC has identified a number of products that claim to find, fix and/or confirm Y2K compliance. Negotiations have been taking place, on behalf of Associations who are members of OICY2KCC, with these suppliers to provide their products at special prices for those Association members. Y2K EXPERTISE The OICY2KCC has researched an Computer Recruitment Agency (CRA) list of 105 companies in Sydney. There is regular e-mail and telephone contact with these recruitment Agencies about the Y2K issue. There is a plan to train Y2K CRA contacts with the agreement of the Recruitment Agencies on the Y2K RAMP Y2K PROCESS The OICY2KCC has develop a process to assist companies particularly SMEs to show customers and other business partners that due diligence has been carried out on the Y2K issue. Y2KRAMP is an integral part of this process to illustrate that all equiment and software is pary of the Y2K complaincy process. Using the OIC Web site to capture and collate information The OIC has been developing its Web site to be able to capture and collate information on the Y2K issue for OICY2KCC. A number of Web page registrations form have been developed for suppliers to register their interest in the OIC Y2K project.
