ADDRESS FORMAT CRITICAL FOR ALL SUPPORT CLASSIFICATIONS
Further to the recent emails about the importance of a standard address format for
"Data Interoperability Standards" as published on the Department of Finance Website
this is a review of the Standard for 9 Human Services Classifications:
A Standard Approach to Metadata (pdf) Jul 2014 v.1.0
B Standard Approach to Information Architecture (pdf) Dec 2013 v.1.0
C Standard for Customer Reference Data (pdf) Dec 2013 v.1.0
D Standard for Spatially Enabling Information (pdf) Dec 2013 v1.0
E Standard for Human Services Classification (pdf) Mar 2014 v.1.0
F Standard for Data Quality Reporting (pdf) Sep 2014 v1.0
There are 9 Main Human Services Classifications each with the following structure
a Human Services Sections eg A01 Personal and Social Support
b Human Services Groups eg A01.4 Daily Living Support
c Human Services Class eg A01.4.04 Community Nursing Care
These are the 9 Main Human Services Sections with the following structure

SECTION GROUPS CLASS
A01 Personal and Social Support 5 33
A02 Support for Children, Families & Carers 8 25
A03 Training, vocational rehabilitation & Employment 3 9
A04 Financial and Material Assistance 3 9
A05 Residential Care and Supported Accommodation 5 13
A06 Corrective Services 3 8
A07 Service and Community Development and Support 4 15
A08 Other Community Activities 1 1
A09 Healthcare 4 8
These Human Services appear to cover 100% of the Population
Therefore, it is critical that the Contact Formats are complete, otherwise the
cost of checking and verifying information will become a huge financial burden
on the Public Purse and will NOT enable efficient and cost effective Data
Interoperability between Government Agencies for many reasons including:
a Very Basic Address Format
b Missing PO Box formats
b Missing Telephone & Fax formats
c Missing Mobile Number formats
d Missing Email address formats
a Very Basic Address Format
"6.3 Address"
The Address String is too loosely defined for effective Data Interoperability
It should comply with a clearly defined Address Format such as that used in all
legal documents in NSW Uniform Civil Procedure Rules [UCPR] Forms
In Feb 2001 Keith FINKELDE Chair ebXML Australia noted the problems with
Address formats for Electronic Data Interchange [EDI]
In Nov 2006 this address issue was drawn to the attention of the Australian
Computer Society [ACS] and the Australian Information Industry Association
[AIIA] by attendees at the "Organisation for the Advancement of Structured
Information Standards [OASIS]" at its International Conference in Sydney .
These attendees resolved that the Complex Address Format of the Australian
Name & Address Standard AS4590 should be the only format that is used for
Data Interoperability which is very similar to the Address format of UCPR Forms
b Missing Telephone & Fax number formats
The "Standard for Customer Reference Data" does not include a format for any
telephone, mobile or fax formats
For effective Data Interoperability telephone/fax number should be in the format
Country Code Area Code Exchange Code Number

The Area code should be a drop-down menu of 4 options

07 Queensland
08 SA/NT/WA
c Missing Mobile Number formats
The Mobile number format for Data Interoperability should be
Country Code Mobile Service Mast
Provider Location Number
Eg {61} (04) xx xxx xxx
d Missing Email address formats
Email address should separate the email name from the service provider so that
it is easy to sort by email service provider

NEXT STEPS
We would be pleased to meet with Dr Kate HARRINGTON A/Director Information,
Strategic Policy,Service Innovation and Strategy, NSW Office of Finance
Services {Att B - email Thu 16 Apr 2015} once we have received confirmation
that the ICT Governance Board has acknowledged that it appreciates a
thorough understanding of the issues for "Cost Effective Data Interoperability"
is necessary including: :
A Confirmation of Issues
1 the importance of a complete single Name & Address Format
2 how "Big Data" can be against the Public Interest
3 How the ICT Industries and its Advisory Board have a vested interest
in promoting complexity in ICT Issues as confirmed in 1988 by the
Australian Association of Port and Marine Authorities [AAPMA] warningof the costly influences of the Computer Industry with EDI {Att C}B Rectifying Versions to be released
1 Confirm Rectifying Versions will be released
2 Nominate target dates for Rectifying Versions
