		REVIEWING NSW GOVERNMENT "BIG DATA" STRATEGY

Further to our letter 04 Feb 2015 re "NSW Government Websites not conforming 
with Premier & Cabinet c2012-08", we note that Mr GAETJENS Secretary the 
Treasury has resigned along with David STEWART Secretary NSW Transport 
and Mark Paterson AO Secretary Department Trade & Investment has been 
sacked by yourself on 07 Apr 2015

This may be an opportune time to review the "Big Data" Strategy as the article 
sent to you on 04 Feb 2015 which was published 8 years before on 06 Feb 2007
highlighted the problems with "Big Data"

In the Report "Accelerating Digital Government" containing the Summary of 
Discussions 8,9 and 18 Sep 2014, it states on "p5 Fig 2 Characteristics of Change 
over next 5 years" that "Big Data and Analytics" are key components of the 
Digital Ecosystem 

In addition "p5 Accelerating Digital Government" states The Accelerating Digital
Government Taskforce "has a focus on a born digital approach to service 
transformation, maximising opportunities from "big data" and information sharing"
{Att B: 2014-10-13 "p5 Accelerating Digital Government"}

Also in the NSW Procurement Reform Strategic Directions Statement dated Nov 2012
p 43 states "NSW Health is pursuing a new system to support innovative supplier
engagement.......The lessons learned from this model could be used to inform
the development of similar programs in other portfolios (eg education and transport)

However on 05 Feb 2015 Kate Macdonald published an article in "Pulse + IT" "Why
is eHealth Interoperability so hard ?"

However her Article does not mention the fact that in 2007 the NEHTA IT Advisory
Board nominated 8 Candidate eStandards for software houses to develop application


Thus "Big Data" may be just another excuse for the ICT Industry to promote more 
hardware, software and consultancy costs for State and Local Government to pass 
the costs onto the Public

We believe the NSW Government should review methodologies that reduce the size 
of information that is communicated as the NSW Government could develop  
Government communications systems that could be licenced around world

Will the new members of the NSW Procurement Reform Board receive the NSW Government's
authorisation to consider this opportunity ?
