		CALL FOR LEGAL & ICT EXPERT OPINIONS

Further to our recent emails re a review of the "NSW Digital Economy" Strategy,
it proposed that Legal opinions, including from "Constitutional Law" and "Fraud" 
Barristers and from appropriate ICT experts, are sought on issues including:

A	The influence of overseas organisations on the proposal for "Inventing
	The Australian Model of Government" seminars in 1993 {Att A}

B	The implications of "8 Candidate Standards" published as "Public Release"
	on 12 Jul 2007 for Health E-Procurement as a guide for software organisations 
	to develop Applications for the Australian eHealth Market {Att B}

C	Identifying the number of Australian organisations utilising the BizDex 
	system which was developed in 2004 under a NOIE Grant by a number of
	international organisations including IBM, Microsoft, Sun Microsystems
	and SAP {Att C}

D	The adoption of the Address Format of Uniform Civil Procedure Rules 
	[UCPR] Legal Forms (2005) as the basis of the Location Identification 
	Standard required by the National Electronic Health Transition Authority 
	[NEHTA] for Supply Chain Reform {Att D}

E	Evaluating the use of the "NSW Electronic Transactions Act 2000" to generate
	income by Councils with their Ratepayers not just for communications between 
	State and Local Government as indicated by the letter from the Minister 
	for State/Local Government Relations {"Att E} 
	
NEXT STEPS

We would appreciate your feedback on whether Legal and Expert opinion can be 
provided before the NSW Governance ICT Board make a decision on which 
Standard to adopt for the NSW Digital Economy

The ebXML Australia Committee ceased to meet after the meeting on 05
Feb 2002 and none of the planned meetings in 2002 took place

However it appears an ebXML Forum was then established

Additional evidence has been included re ICT Advice published 10 Jan 2004 on 
"ebXML Forum" about BizDex with Australian Wheat Board [AWB] for Export 
Contracts
