    6. Prequalification submissions may be received on CD or diskette. These must be readable by the Microsoft Office 97 suite of programs.

      Where prequalification submissions are not lodged by hand respondents should ensure that the date and time of receipt for transmission is endorsed on the prequalification by the transmitting service.

      Prequalification submissions conveyed orally will not be considered.

    7. Late Applications
    8. Prequalification submissions received after the above closing time and date will not be considered unless the respondent provides explicit and conclusive evidence that the prequalification submission was lodged with Australia Post, a commercial courier service or Telecom electronic service in time and that under normal circumstances, the prequalification submission would not have been received late.

      Impressions of franking machines will not of themselves provide acceptable evidence of timely posting or dispatch.

      Late prequalification submissions lodged through the respondents own electronic service or other than Telecom Public Services will not be admitted.

    Any inquiries made by registered tenderers will be responded to in writing. The same information will be sent by email to all other organisations that have registered an interest in the Invitation to Prequalify.

  3. Background

This invitation to prequalify is the initial stage of the process being undertaken by the National Office of Australian Computer Society (ACS) for the re-development of the Society’s Website.

The ACS is the recognised association for information technology (IT) professionals, attracting a large and active membership (15,000) from all levels of the IT industry and providing a wide range of services to Members. A member of the Australian Council of Professions, the ACS is the public voice of the IT profession and the guardian of professional ethics and standards in the IT industry, with a commitment to the wider community to ensure the beneficial use of IT. The ACS:

    1. Encourages, students and newcomers into the Information Technology (IT) field;
    2. Provides a forum for the discussion of matter technical and professional interest;
    3. Focuses attention on issues of importance to its members and to the public;
    4. Sponsors special interest groups;
    5. Runs conferences, symposia, workshops and seminars;
    6. Publishes occasional papers, Branch newsletters, the International Journal of Research and Practice in Information Technology and Information Age.

Most of these activities are centered on working with the community, members and academia collecting, storing, analysing and disseminating information.

The current web site at www.acs.org.au is successful, being simple, yet filled with valuable information. We aim to build on this success with an exciting new and innovative site to be launched by 31 December 2000.

      1. Relevant

To create a Society that is relevant to the IT industry, academia and the community in general. This Goal concentrates on the effectiveness of the Society in relating itself to the IT industry and the community in general:

    1. To enhance the image of the Society as the pre-eminent association for IT professionals;
    2. To have professional membership of the ACS accepted and given preference for employment in the IT field;
    3. To promote the Code of Ethics and be the guardian of professional practice and standards in IT; and
    4. To increase the professional membership of the Society and the value/perception of membership.
      1. Authoritative

To be, and be seen to be, a credible and authoritative commentator on professional and information industry matters. This Goal concentrates on the effectiveness of the Society in presenting itself as an expert authority on information industry and community matters:

    1. To participate actively in national and international organisations and committees concerned with IT issues;
    2. To facilitate technical transfer and the dissemination of information to members and the IT industry;
    3. To be at the forefront of public debate on significant current issues and a primary source of advice to governments; and
    4. To enhance the public image of IT professionals.
      1. Working Better

To continuously improve the services to members and the management and operation of the Society. This Goal concentrates on improving the services to members and core processes used throughout the Society. The focus of this goal is on the internal operations of the Society.

    1. To enhance the Society’s financial viability and administrative effectiveness;
    2. To employ technology to support and enhance information management within the Society; and
    3. To improve member services and the opportunities for networking and professional development.

In achieving these business goals the ACS is required to:

    1. Rely heavily on the volunteer efforts of a large number of ACS members;
    2. Ensure ACS professionalism;
    3. Maximise member benefits; and
    4. Maximise the efficiency, flexibility and responsiveness of the infrastructure to support the membership base.

To date the primary functions of the Society’s Internet presence have been to promote itself and its activities, and related to this, as a means of disseminating information to the Society’s stakeholders. This has been done via both an open (publicly available) web site and a related closed (password protected) web site.

The ACS now wants to exploit the Internet as a medium to extend both its reach into the marketplace and extend the range of services and information provided to Members and other stakeholders.

The target audience for the web site includes the following

        1. General Visitors

        5. Technical Boards

A matrix, which catalogues the initial information requirements for each of these target audiences, is attached. Given the diverse nature of both the target audiences and content to be included on the site, it is envisaged that the site must be dynamic and focus the information presented to a site user with reference to the target audience(s) they represent.

As mentioned above the website will be an important window for the ACS and additionally the site aims to directly support the above business goals by:

    1. Technical Environment

The current infrastructure at the Australian Computer Society National Office does not currently facilitate the use of Internet access over the network. Key users are equipped with modems and dialup connections. The Internet mail system is based around Microsoft Exchange server with a permanent analog connection.

The ACS web site is hosted by WebCentral.

In short, the National Office is not directly connected to the web site in any capacity.

  1. Criteria for Short Listing of Consultants

Firms will be short listed against the following selection criteria:

    1. completeness and innovativeness of suggested solution and redevelopment approach
    2. relevant expertise (experience of key personnel)
    3. quality and timeliness of delivery of previous work
    4. current commitments (particularly focused on the ability of the firm to complete the required work in a timely manner)
    5. technical skills (qualifications of key personnel)
    6. professionalism, management and operational capabilities
    7. general reputation of the organisation and financial viability
    8. agreement to the draft consultancy agreement highlighting any areas where there is a problem or a concern
    9. consultants who possess ABN registration numbers

After the short listing stage, only the successful firm(s) will be required to develop a fully costed proposal in line with specified requirements.

  1. Scope of Work and Submissions

The ACS is seeking submissions from suitably qualified and innovative consultants to undertake the re-development of the Society’s web site.

Firms are to lodge the completed Registration Forms (attached).

Submissions do not need to be fully developed to be short listed. It should however, be noted that short listing will be based on the information provided in the Registration Forms and supporting documentation, and accordingly submissions should contain enough detail and be structured in such a way so as to permit the submissions assessment against the selection criteria identified above.

It is anticipated that submissions must include

    1. a draft project plan and timeline, providing an outline of the approach for completing the task including the staging of parts of the redevelopment process where necessary;
    2. a preferred technology architecture and alternatives;
    3. a site concept and outline site architecture;
    4. any resource requirements that the ACS will be expected to provide in order for the consultant to deliver the agreed outcomes;
    5. any other prerequisites to the delivery of the agreed outcomes;
    6. CV(s) of the nominated consultant(s) to be assigned;
    7. price basis – ACS normally prefers a fixed price basis but will consider time and materials or other proposals, including differential pricing for defined project stages (note – we are not expecting a price at this stage, just an idea of how the pricing may be structured or that the project be quoted on an hourly rate with an upper limiting fee) ;
    8. examples of and references to other similar assignments undertaken;
    9. Details of how the consultant would recommend ongoing maintenance and support of the ACS Web Site. Details are also required of what aspects and issues are and are not covered under the maintenance agreement. Suggested response and turnaround times are required

  2. As part of their proposals, consultants must provide details of the insurances carried.

    All responses to the prequalification will be treated in confidence and intellectual property of firms will be protected.

    The ACS gives no guarantee that this project will proceed.

    The consultant acknowledges that the ACS relies on the consultant to deliver the specified service in a professional and competent manner.
