	QUESTION ON NOTICE RE VOLUNTEER CREDITS SYSTEM

Further to the letter from the General Manager Tue 24 Jul 2007 re 
Council's position on the Mosman Parents' Initiative for "Kids Safe-at-Sport
Mosman" project, this is a Question on Notice for a requested response at 
the Council Meeting Tue 07 Aug or Tue 21 Aug 2007.

A	Question re Volunteer Credits Implementation joint-venture
B	Child Protection [CP] Compliance and Junior Sports Clubs
C	Background funding CP Compliance via Volunteer Mgt System

A	QUESTION RE VOLUNTEER CREDITS IMPLEMENTATION

Would the Mosman Municipal Council be prepared to participate in a joint 
venture to implement an electronic Volunteer Credits System [EVMS] to assist 
Local Junior Sporting Clubs to comply with the Child Protection Legislation ?

EVMS is similar to the WA Rio Tinto Volunteer Management Scheme [RTVMS] 
implemented by the WA Shire of Mundaring in 2004. 

B	CONCERNS RE CHILD PROTECTION & JUNIOR SPORTS CLUBS

In 2006 a number of Mosman parents expressed interest in an effective Child 
protection process developed by members of the OIC with a Northern Beaches 
Football (Soccer) Junior Football Club.

In 2007 a Mosman Business "Newbie Australia" sponsored a series of seminars 
to raise awareness of concerns over Child Protection policies and processes 
implemented by local Junior Sports Clubs

At the Seminar on 27 Jun 2007 attendees confirmed that very few, if any, 
Junior Sports Clubs have the resources, experience or commitment to comply 
with the Child Protection legislation due to the difficulty of running 
Volunteer Sports teams

C	BACKGROUND TO VOLUNTER MANAGEMENT

In 2001 members of the Open Interchange Consortium [OIC] were commissioned 
as part of a joint venture with the Federal Department of Employment, 
Workplace Relations and Small Business [DEWRSB], to investigate NSW Local 
Government Agencies understanding of "XML as the foundation of Online
Delivery Services"

Part of the project included a report to Federal Government on the Local
Government Information Economy 
(B - Local Information Economy) 

In 2004 the WA Department of Sport & Recreation established a joint 
venture with the Rio Tinto WA Future Fund to implement a Volunteer 
Management Scheme with Mundaring Council 
(C - Mundaring Volunteer Management Scheme).

In 2005 members of the OIC carried out a joint venture with a Northern 
Beaches Junior Soccer Club into a Volunteer Management System 
(D - Local Sport Volunteer Function Analysis).

In Oct 2006 the OIC was invited to give a presentation "XML in the
Government eTendering process" at the 4th Annual International OASIS Open 
Standards Conference

In Dec 2006 the Hon Jennifer RANKINE SA Minister for Volunteering wrote to 
the OIC about how "the Electronic Transaction Act provides a regulatory 
framework  that recognizes the importance of the information economy to 
the future economic and social prosperity of Australia"

D	NEXT STEPS

We look forward to the next Council meeting on Tue 07 Aug 2007 to seek 
Council's approval to speak with the Mosman Sporting Fields User Group 
on Wed 08 Aug 2007
