		ACCELERATING THE AUSTRALIAN DIGITAL ECONOMY

As you will be aware the NSW Government established in 2014 a Committee Task 
Force to "accelerate to NSW Digital Economy" on behalf of the Australian National 
Digital Economy

The NSW Government was informed of concerns that vested interests from the 
Information and Communication Technology [ICT] Industries were providing advice to 
those committees which was not in the Public Interest, which is adding 
considerable costs to ICT Projects including those in Health, Defence and Education

There are a number of issues to consider for the Digital Economy including

A	ensuring a standard name and address format is used by all parties
B	enabling Small & Medium size business to adopt the format 
C	broaden the definition of eWork and ePayment

A	ENSURING A STANDARD NAME AND ADDRESS FORMAT IS USED

The key issue has been a standard "eName & eAddress" format as it was revealed in
2006 that there are a simple address format and a complex address format in the 
Australian Standard AS 4590 and the International Standard EDIFACT

In 2006 this issue was pointed out to the key ICT Organisations including Australian 
Computer Society [ACS], Australian Information Industry Association [AIIA] and the 
Computer Special Interest Group of the Australian Law Society - all of whom ignored 
the problem ref "Two confusing address formats in Ecommerce Standards"

This issue can be resolved by the adoption of the NSW Legal Name and Address 
format which is now mandatory whereby all legal eForms have to use the same 
Name and Address format standard in the Uniform Civil Procedure Rules [UCPR]

B	ENABLING SMALL & MEDIUM SIZE BUSINESS TO ADOPT THE FORMAT

The Australian Government can assist "accelerate the National Digital Economy" by 
providing that format On-line similar to the NSW Law Society eForms web-page

The Australian Government must ensure all small and medium size business 
associations and all software houses are aware that there is a Standard eName and 
eAddress format that must be used for the Digital Economy

Legislation should be passed similar to the US Legislation "Health Insurance 
Portability & Accountability Act of 1996 (HIPAA)" and Regulation "The HIPAA 
Electronic Transaction Final Rule" which enshrined ANSI-X12 as the US standard

C	BROADEN THE DEFINITION OF E-WORK AND E-PAYMENT

As many people now serve on multiple committees and commit time and resources
to serving local communities perhaps it is timely to broaden the definition of eWork 
and ePayment for the "Digital Economy"  

At the 1996 OIC AGM the members gave a mandate to the Management Committee 
to develop an eCredits system for Committee Participation as an Asset to the 
Committee, the individual and the individual's company

In 2001 this was trialled by ebXML Australia Members with it's committee minutes

In 2005 OIC members research and developed the concept for an On-line Junior 
Sports Club to include sponsoring local businesses on the web-pages 

This On-line sponsorship by local businesses enables the sponsorship to be 
based on the new business generated via the web-site 

This On-line Application has been taken researched and developed further to where 
the Minutes of any local community group can be On-line and provide sponsorship 
opportunities for local businesses

An example is a North Sydney Councillor who has served on the Council for over 
25-years and been a member of all the Council Committees over the years

This should be recognised as a tangible Asset to the Community particularly as 
Duncan IRONMONGER in his reports to the Victorian Government  and South 
Australian Governments valued a Volunteer Hour as $ 24.09 in 2006 

The Councillor was the President of the NSW Metropolitan Public Libraries 
Association [NSWPLA], Chair of the Manly, Mosman and North Sydney Bushfire 
Management Committee and Vice-President of Shorelink (which is a 5 Council 
Library Network)

The NSW Metropolitan Public Libraries Association [NSWPLA] merged with Public 
Libraries NSW in 2015 to form NSW Public Libraries Association [NSWPLA]

NSWPLA is the only web-site that we have found that has adopted linking its home 
page direct to sponsor web-sites which is a technique the OIC Community & Family
Special Interest Group pioneered in 2005

This On-line Electronic Committee Information Application has been enhanced to 
include AGM Papers, Monthly Minutes and Reports of any local community 
group so they are On-line and provide sponsorship opportunities for local 
businesses eg Special Olympics Flinders 

Another example is the Governance and Succession Planning [GaSP] project with a 
local Sports club to help "Not-for-Profit" organisations with Governance issues
