DRAFT RESPONSE TO DEWRSB EOI 2001/10 PREPARED FOR EBXML AUSTRALIA

SKILLS & RESOURCES TO MEET EOI REQUIREMENTS - Draft


The EoI is seeking skills and expertise to meet the following requirements:

a	Directory physical and technical infrastructure and operations
b	Marketing, promotion and recruitment of clients and service providers
c	Development of products and services
d	Issuance of ABN DSCs and other digital certificates.

EbXML Australia currently has members that have the skills and experience to deliver on many if
not all the requirements outlined in the EoI.  Examples are:

a	Directory physical and technical infrastructure and operations

ebXML has published a worldwide XML standard for a Registry Information Model and Registry 
Services.  Several ebXML Australia members have attended all of the ebXML quarterly plenaries 
since its inception in September 1999.  

Several members of ebXML Australia have developed prototype registry models.

Registry models will have to be developed for a number of industry sectors probably by 
Standard Industrial Classification [SIC] class.  

Members of ebXML in the financial services industry particularly superannuation may be able
to provide the expertise for this market segmentation structure.  

It is envisaged that a complete Registry Model for each industry providing the ABN Green Pages 
may be completed within 3 years.

b	Marketing, promotion and recruitment of clients and service providers

Several members of ebXML Australia including Tradegate and the Open Interchange Consortium [OIC] 
have extensive experience in the marketing and promotion of E-commerce related applications.

This aspect of the EoI is the key component for the acceptance of the ABN Registry services 
particularly by Small and Medium size Enterprises [SMEs].

c	Development of products and services

A major issue for this stage will be educating/recruiting software developers for different 
industry sectors to re-develop their applications to be E-commerce standard compliant.

This stage will also need to encourage the development of new applications with Universities
and affiliated organisations.

Several members of ebXML have been developing new applications that will attract SMEs to
accept E-commerce applications and the benefits of subscribing to an ABN Registry in their 
market sector.

d	Issuance of ABN DSCs and other digital certificates.

There are a number of organisations affiliated to members of ebXML Australia that are 
issuing DSC in other Countries.  This expertise may be shared with Australian ABN DSC issuers.
